Really you are doing very hard job in very tough conditions.
This situation doesn't surprise me as I have watched this on going project I have witnessed the horrific practice of bad engineering and poor operator skill of these dozer operators. This lays mostly on the site Engineer who is ultimately responsible to over see that proper fill procedures are used. A minimum of at least one meter of fill should be maintained between grade level and the water mud surface your filling.
